Multi viewing in C# windows application?

I think you've picked the most straight forward way to do this. I've done similar in C# a number of ways, including tabbed dialogs etc. and if each user can only get at his own level then showing only that form is pretty easy. If higher authorized levels can look at his stuff and lower authorizations then tabbed dialogs or menu driven selection will work nicely.
