What do you think when China warns that civilians will suffer due to the attacks on Libya?

Currently, the civilians of Iraq and Afghanistan are still suffering after the coalition involvement there. And I suspect the civilians of Libyan will be suffering long after these actions taken in Libya by the same coalition. But, do you think China is really concerned for the welfare of the civilians of any nation, including China.
