Is it too late to aplogize?

My ex joined a fraternity and dumped me on my birthday for some other girl that he was already cheating on me with 3 years ago. Since then, he and I haven't been on speaking terms. He keeps calling and sends me a text message every birthday , but I won't take any of his calls, even though its been 3 years I am still angry, I know it's childish, But I won't let him in my life again, am I wrong?
