Why is Obama letting the terrorists win in Afganistan with these burdensome rules of engagement?

These people have no intention of allowing our military to achieve victory. When and if we must conduct a war it must be done without restrictions or we cannot ure victory. When our government places a higher value on the lives of our enemies than they place upon our own people you may be ured that victory over those enemies is virtually impossible.
